    dhcpd.confにauthoritativeを追加。
    テスト環境においてDHCPNAKメッセージを返すようなことはなく、指定がなくても問題ないような気がするが、明示的に設定するようにした。
    もし、権威を持たせたくない場合にはnot authoritativeに変更すればよい。
